The State Duma is considering bills on blockchain regulation

Participants of RIF-2018, Russian Internet Forum, which is holding in Moscow, say that digital transformation in Russia is the priority issue of the State Duma.

The development of bills adjusting blockchain technology usage is one of the priority issues of the State Duma working, said Leonid Levin, the head of the Committee on Information Policy, Information Technologies and Communications.

According to Levin, Runet's auditorium is about 88 million people, and the contribution into digital technologies is more than four trillion rubles.

"The State Duma is working on active regulation of digital activity. The issue of legislative support for blockchain usage in Russia is one of the priorities for the parliament," he said.

Levin also said that 25 initiatives from the government will be introduced in the lower house of the parliament, particularly, the initiatives about biometric identification of residents.

At the same time, Andrey Chibis, the deputy minister of Ministry of Construction and Housing and Communal Services of the Russian Federation, said that his department is ready to introduce blockchain technology into the housing and utilities sector. Blockchain will make the tariff plans more flexible and make additional competition between managing companies.

Earlier, the State Duma of the Russian Federation announced an open competition for blockchain studies, expert assessment of cryptomarket and its risks. According to the competition results, a plan of relevant laws will be made.
